GSA Releases FY 2025 Per Diem Rates
The federal General Services Agency (GSA) announced new federal lodging per diem rates for Fiscal Year 2025 (FY 2025) for cities across the nation. The FY 2025 rates become effective on October 1, 2024.
Typically, GSA calculates per diem rates based on the average daily rate (ADR) data from STR/CoStar from the previous fiscal year from selected hotel properties, less five percent.

$3 Per Night Increase in the Federal CONUS Per Diem Rate
The “CONUS” rate is the default federal per diem rate for geographic areas that do not have a specific federal per diem rate set for that locale.
The federal CONUS per diem rate for lodging increased by $3 to $110 per night for FY 2025 for federal government travelers. The federal daily per diem rate for meals and incidental expenses increased from $59 to $68, with larger metros generally having a M&IE rate between $74 and $80 per day.
State Government Travel
For Texas state government travel or Texas local government travel:
State and local government travel mirrors the federal per diem rates. This remains unchanged for FY 2025. Follow the federal per diem rates (standard federal $110 CONUS and selected metro area rates).
